| Enter Blackthorn City in Johto and purchase the Dragon Medallion by interacting with the Head Recruiter in the Dragon Club and by offering 200,000 and having 240 Pokemon caught data only makes you eligible to purchase it. If you cannot claim it, you miss one of the requirements. Once done, head for Cerulean Cave in Cerulean City and talk to the guard at the entrance. Now, head back to Blackthorn City and enter the Dragon's Den. Enter Dragon's Den B1F and defeat the Dragonite that blocks your way, and defeat Lance.
