Route 4 is a mountainous Kanto route that's interlocated between Mt. Moon and Cerulean City, serving as a junctional route therebetween.
Since the aforementioned Mt. Moon is a transsegmental cave between Route 3 and here, the cave must be traveled through in order to access this route for the first time. Once the digway outlet has been interacted with on Mt. Moon's cave, the cave can be bypassed with a Dig-toting Pokémon with 150-plus happiness points on-hand or the Coin Shop item Shovel.
The northern segment of the route is only reachable through the interlinking waterway flowing from Route 24; this necessitates HM03 (Surf) in addition to a Surf-toting Pokémon or a Surfable Pokémon Mount on-hand.

Move tutors
Two tutors exist herein that will teach compatible Pokémon tutees Mega Punch and Mega Kick; however, it is contingent upon completing the Saffron Dojo mini-quest.
Just as both are dichotomous to the punch and kick techniques, they will want you to prove it by selecting a Pokémon from the dojo that reflects it. You must select Hitmonchan in order to have tuteeship access to Mega Punch and Hitmonlee for Mega Kick, meaning that you can only have tuteeship for one of the techniques.
Once you show one of the Pokémon to the appropriate move-tutor, they will teach you the move for 2,000 per tutee. You do not need to show them the Hitmonlee or Hitmonchan that was selected from the Dojo; however, it is registered as to which Pokémon you selected in the dojo, so it will know your choice and will reject the Pokémon if it does not tally to it.
Mt. Moon digway
A digway is burrowed on Mt. Moon, thereby providing an expeditious shortcut between Route 3 and Route 4. By interacting with Route 4's digway, you will unlock the tunnel to bypass Mt. Moon during future travels.
As are the provisos with any other digway, you must have a Pokémon with at least 150 happiness points and the Dig technique on-hand to use it.
