Murky Town is the starting area of the Halloween event. You can reach this area by speaking with Mummy Pharais in any of the port cities, when the Halloween quest is active, which is normally from October through November.

Halloween Tokens

After completing the main quest in Murky Town, Mayor Gorge will give you the opportunity to earn Halloween Tokens by submitting freshly caught Phantump to him. The amount of tokens given will directly equate to the amount of IVs the submitted Pokémon has.
