Cinnabar Mansion is a Kanto Mansion that can be found on Cinnabar Island, providing the most prolific training grounds for leveling up your Pokemon preparatively for the co-tenanted Cinnabar Gym.
This mansion must be accessed as an antecedent to accessing Cinnabar Gym, since the gym will be initially locked; the only avenue to unlocking it is by acquiring the key from this mansion.
You can find a Charmander on the 3rd level (Cinnabar Mansion 3).

Since a throng of police officers are occluding the entryway to its containing room, you must interact with one of the bookcases on the southern wall thereon in order to access a secret passageway to the room.
