Before completing the quest, a [[Poochyena]] and a [[Numel]] will be blocking the way to the next route. However, easily overlooked, the quest first starts by returning to Mr. Stone in [[Rustboro City]]'s Devon Corporation building after having delivered the letter to Steven.
Despite that Mr. Stone said the person he wants the Devon Goods delivered to is in the Museum, said building will be completely blocked off. It is first necessary to speak to the gentleman in the Shipyard, the largest building directly east of the Market. Afterward, if the Museum hasn't been unblocked, it means the player hasn't returned to Mr. Stone and started the quest.
The Museum is the building south-east of the Pokémon Center. Upon entering it, grunts of both Team Magma and Team Aqua will be wandering around. With none of them being serious on the job, the next important NPC, Devon, will be waiting on the second floor. Upon talking to him, the Maqua members will ambush the player and it will be necessary to fight the recurring character Jackson. His Pokémon are estimated to be around level 25.
The quest ends after defeating Jackson and speaking to Devon again. The two Pokémon blocking the next route will leave, allowing the player to progress to the next locations.

|
Slateport City is a large Hoenn city located between Route 109 and Route 110. It is also connected to the sea route Route 134, although its strong currents make it only possible to enter the city from the route, not the other way around. Slateport City is first reached by traversing the south-western seas via the Peeko Sailor.
The path to Route 110 will be initially be blocked by a couple Pokémon; they will only leave after completing the Devon Goods Delivery Quest. Easily missed, it is necessary to return to Rustboro City's Devon Corporation and speak with Mr. Stone in order to start the quest.
Slateport City's main point of interest is its Market, which assembles many unique vendors and tutors. Outside of the Market, there are many large buildings, however they serve little purpose outside of the story. Despite being the first town with a Contest Hall, it is closed due to Contests not being a coded feature.
Notable miscellanies
Devon Goods Delivery Quest
Before completing the quest, a Poochyena and a Numel will be blocking the way to the next route. However, easily overlooked, the quest first starts by returning to Mr. Stone in Rustboro City's Devon Corporation building after having delivered the letter to Steven.
