Whirlwind is a non-damaging Normal type move.

Functionality

In wild Pokémon battles, Whirlwind will automatically end the battle, regardless of if it has been used by the player or the wild Pokémon.

In trainer battles, Whirlwind forces the opponent to switch to a randomly chosen Pokémon from within his or her remaining Pokémons. If the opponent no longer has any Pokémon other than his active Pokémon, Whirlwind will fail.

For both situations, Whirlwind always fail if the user's level is lower than the opponent's level, and will always succeed if they user's level is equal or higher than the opponent's level.

If the opponent has the Suction Cups ability, Whirlwind will always fail, regardless of level.
