To aquire the proper seen data to continue the quest and to get the Old Sea Map, you have to battle Mewtwo in [[Cerulean Cave]].

The first step of this quest is to obtain the seen data of certain legendary Pokémon.
The seen data of this Pokémon can be obtained by a battle. They appear as Pokémon sprited NPC's and are one time battles. Once you have fought them, the seen data is saved, no matter if you win or lose.
 
While the three legendary birds don't need specific requirements, besides having a Pokémon knowing [[surf|HM03-Surf]], [[Mewtwo]] can only be reached after doing the [[Cerulean_Cave_(quest)|eponymous quest]].
[[Articuno]] is located at [[Seafoam_Islands#Articuno|Seafoam B4F]], [[Zapdos]] at [[Power_Plant#Zapdos|Power Plant]], [[Moltres]] at [[Victory_Road_Kanto#Moltres|Victory Road]] and Mewtwo in [[Cerulean_Cave|Cerulean Cave]] B1F in Kanto.

In order to move forward with the Mew quest, you need the seen data of all Kanto Pokémon excluding Mew on your Pokédex. Spawns for all Pokémon can be found in their specific pages.

When all requirements have been met, speak to the Know it all Man inside the Celadon Office, in Celadon City. He will reward the Old Sea Map, which is needed in order to travel to Faraway Island.
