Requirements for entering Underground Ruins

Getting the key does not seem to be part of the requirements to getting inside the Underground Ruins, as I've been able to enter the Underground Ruins without getting any of the keys.

I'm thinking this is where other requirements, such as seen data of the Regis and total playtime, are checked. However, I have not been able to confirm that yet, which is why I had left it pending when writing the page.
