Flamethrower can be learned using TM85, which has a few different locations to obtain it. The first location is from Cinnabar Island's gym, which sells for 
3,000 a unit, or 12,000 for a pack of five. Although more expansive, it is also sold at Mauville City's Game Corner for 5,000. Finally, there is a chance of obtaining the TM after defeating the Shary & Shaui bosses.
