Route 19 is a seabound Kanto route that is interlocated between Fuchsia City and Route 20.

From here, you can travel asea en route to Cinnabar Island for your first travel, as this is the first route wherein you can surf on the connective seaway to the island of the seventh gym in Kanto's successional line of them. To embark on the water, you must have HM03 and a Surf-wielding Pokémon, a Surfable Mount, or another navigational device on-hand; the aforementioned HM device is findable in Kanto Safari Zone, which is accessible after battling Victor herein.
