Victory Road Kanto is a Kanto cave that interconnects the Pokémon League Reception Gate to the Indigo Plateau. It is christened as Victory Road because the cave is compulsorily traveled by players striving for supremacy.

It is accessibilized as soon as all-eight Kanto badges have been culled from the region; thereafter, you can admissibly pass through the northern exitway of the Pokémon League Reception Gate on Route 22 to venture into the cave.

Due to the potencies of its wild-Pokémon and NPC-trainer inhabitants and its proximity to Kanto's Pokémon League, it is putatively an optimal training area for aspirant entrants training for Kanto's Elite Four.

Since Route 23 is inexistent in Pokémon Revolution Online, there are no exterior segments punctuated en route to Indigo Plateau; instead, you will exit directly into the aforementioned edifice.


Notable miscellanies

Moltres

An overworld-interactable Moltres occludes the Indigo Plateau entryway on the third floor, thereby entailing that it is battled by oncoming trainers before they can proceedingly enter the Pokémon League edifice.

While this Moltres is not catchable, you will automatically register its seen-data entry in your Pokédex by battling it; this is needed for the Mew quest, which stipulates that 150 seen-data entries of Generation I Pokémon is needed in order to access Mew's inhabiting island, including Moltres'.

If you have battled this Moltres yet have lost its seen-data entry, you can use the restitutionary machine in Professor Oak's lab in Pallet Town in order to recover it.
