Hyper Beam is a Normal-type damage-dealing move.
Functionality
Hyper Beam inflicts damage, and it will require a recharge turn if it successfully strikes; otherwise, if it misses, the user will not be immobilized for the next turn.
The recharge turn will need to elapse in order for the user to be able to determine their next move; this means that most conditional eventualities that would preclude the user from making a move on that turn, such as self-inflicted damage from confusion or forcibly standing pat due to being frozen, will not allow the recharge turn to pass. This is inapplicable to the Truant ability, however; if the recharge turn happens in unison with the cooldown turn from Truant, the user can still attack during the subsequent turn.
