Petalburg City is a Hoenn city located between Route 102 and Route 104. Although it is the first city of Hoenn with a gym, the gym will be locked until the 4th badge has been obtained, similar to Kanto's Viridian City. The items and the Move Tutor are also beyond bodies of water, leaving very little to do the first time passing through the city.

In the south-west house is an NPC trader who will trade his Slakoth for the player's Ralts. The Slakoth will be initialized at level 5.
Focus Punch Tutor
A Move Tutor for the move Focus Punch is waiting beyond the water body south-west of the city, which will require Surf to reach. He will teach the move to any compatible Pokémon for the price of 15,000.
