Route 21 is a Kanto route that is interlocated between Cinnabar Island and Pallet Town. It serves as as a junctional route between the two, facilitating a shortcut between the cities.

As a predominantly water-featured route, it serves as a waterway between the two cities, usually entailing that the player must be able to surf before it's navigable; the only exception is if the player has defeated Kanto's Elite Four, which would accessibilize bypassability to the route via Cinnabar Island's ferryway.
