Petalburg City is a Hoenn city located between Route 102 and Route 104. Although it is the first city of Hoenn with a Gym, the Gym will be locked until the 4th badge has been obtained, similar to Kanto's Viridian City. The items and the Move Tutor are also beyond bodies of water, leaving very little to do the first time passing through the city.
